Rad Melee Question

Does Devastating Blow crit? I don't see any information to say it wont but i haven't seen it happen yet, even when i follow a critical strikes proc hit

Or you are just not seeing because the boss you  were targeting when you activated it is already dead and your team has moved on through two more groups of mobs before it hits....
