Street Justice / WP - Concept

Saw a request from somebody looking for a Street Justice / WP build. This is a backport of a Martial Arts / WP Scrapper Build that was backported from a Radiation / WP Brute... and then fixed forward to use newer enhancements. 


Now, I know from play experience the Brute works in Real-Play, despite the mediocre S/L/E/N defenses. At 84hp/s on a single target, and topping 90 on two targets, the Brute is within range of going toe-to-toe with Tower Boosted Recluse without having to burn Tier 3 inspirations like candy. 


The scrapper, of course, is not going to be as survivable with a lower hit point cap, but single-target regeneration is still ~78hp/s. In a full mob it's somewhere around ~130hp/s regen, and that's before both the Panacea and Power Transfer heal procs are considered. 


The attack slotting is based off of my Stj/Rad scrapper. Ideal chain at level being [Heavy Blow] into [Shin Breaker] to pick up the Defense Debuff. Onto [Rib Cracker] for the resistance debuff to maximize single target damage. Then into a finisher. 


[Sweeping Cross] is also mitigated against the MOON LAUNCH the finisher knockbuff can cause. So targets should stay nice and close.

I have a Street Justice / Willpower Scrapper. Our generally approaches don't seem radically different:

  • I opted for Soul Mastery as the Epic pool. Slight more damage can be gained by using an Apocalypse %damage proc, but I wanted some type variety there.
  • Our Defense & Resistance slottings are somewhat different.
  • I may have slight overkill with the extra recovery. The blank slot in Quick Recovery holds the Power Transfer %+Heal IO.
  • I invested 6-slots in Combat Readiness.
  • Originally I had Provoke (Which I prefer to Confront in most circumstances) instead of Hasten.

I don't pay that much attention to attack chain optimization... which is partially why on this character I went whole-hog for Recharge.
