Currently leveling an ice/ta blaster and loving the damage & utility it brings. Looking to get this build to a point where it does insane ST damage and can clear out junk mobs where needed (glue arrow + ice storm + blizzard). I'm hoping the two -res procs in glue arrow and ice storm will help a lot with tougher enemies. Tried to fit as much +recharge as I could but hard to come by when using procs.. mostly slotted for S/L def, HP, and dmg bonuses. Any recommendations?

From my experience and what others have documented procs are not reliable in rain type powers. The proc rate is extremely low even with long recharge powers like sleet.  I am not too sure how reliable glue arrow is for procs. I think you would be better off focusing on damage and recharge then procs on a blaster in general.

The sort of proc mentality you're trying to use isn't really all that appropriate for Blasters.

 

Consider Freeze Ray. This power deals 125.1 damage. Thus, a standard damage IO would yield 0.42 * 125.1 = 52.5 damage. In contrast, a standard 3.5 proc would deal 71.75 * (10 + 1) * 3.5 / 60 = 46.0 damage. So you definitely want to slot damage in those powers before you start piling on the procs.

 

Blasters don't have the support mechanisms Defenders do. Blasters can't get +50% or so recharge from their non-Blast set. A basic Defender build starts somewhere in the mid-20s for universal defense while a Blaster would be somewhere in the mid-teens. Defenders get massive -resist debuffs; Blasters do not.

 

From memory, the standard Ice rains do poorly with procs but Glue Arrow performs excellently with them.
