Is there a way on Homecoming to get the teleport-to-Pocket D power?

Two ways!

Spend 1 hour in Pocket D online to get it for free.

or

Spend 1,000,000 Inf at the P2W Vendor, under the Prestige Power category for Teleport Travel Powers.

 

Additionally, since Group Bases now have the option to be publicly accessible with Passcodes, you could ask on your Shard which public Bases have Pocket D telepads.  Then you can also reach Pocket D from any zone with the appropriate means of entering a Base.
