So this is my effort to make a functional endurance sapper build.  It's kind of a one trick pony and by the time targets are fully drained, they are usually dead (especially in groups) but it's an effort that I stuck to. 

 

Solo, it does very well.  If I can survive the initial alpha then most targets are left drained after Thunderous-Short Circuit-Energy Drain.  Most targets just sort of run around and take a beating from ball lightning and my single target damage.  This build really took off (as most do) once I got into incarnates.  It's probably the only build that takes Preemptive Interface.

 

There's a few slots I know I can tweak, but I lack the merits currently.  It's mostly Winter enhancements in some powers, but overall this is the build.  I'd welcome ANY feedback.  If there's anything I'm missing or if I can eek out a little more def/resist without losing a lot of damage then I'm all ears.  This is the first build I've posted.

This is how I slotted mine, I slotted for soft cap without incarnates and I went to Muscular radial for more damage and end drain. I also used procs whenever I could to leverage even more damage, Tesla cage does a lot of damage with 4 procs

In a gasp of horror, to be a sapper proactively

you could swap obliteration for preemptive on short circuit and switch to musculature radial. That'd lower your damage on aoe by 40 (60), but increase it's end drain from 40% to 77% and keep you soft capped on negative.

 

Not that I would, but you could. lol

I would frankenslot Short Circuit. It's up every fight and drains a lot so I would try to max damage while getting End Mod as high as possible. Although instead of maxing damage, I went for a proc-damage build:
