Populating Kallisti Wharf

Isn't it time Kallisti Wharf got some more attention?  Right now the only reason to go there is costume contests and one mission (task force?).  But there's no one walking the streets, and no one to fight.  As a co-op zone, maybe we can bring in some neutral "enemies" that can be targeted as yellows and will only attack people if attacked first...  Longbow, PPD, plus dock workers and scrapyarders as potential violent civilians, for example.  Put some more aggressive threats to hero & villain alike (CoT, Crey, Knives of Artemis, Malta, Nemesis) in dark corners and alleys away from the main path to the center island where the costume contests take place so no one complains that they can't get there anymore.  And maybe create a Kaiju-sized Wailer to be a giant monster that occasionally appears in the water to menace the city?
