You won't get the feel for late game Savage until the late 30s, because two of the key powers unlock then. One of them is a blast that looks like an angry bird, the other is a melee attack that teleports you to melee range. Together they change the set so much that it's hard to know Savage will 'feel' until they unlock. This is different than most other Assault sets. The first time I played Savage, having a bird be such a prominent attack actually ruined my concept, so be prepared for that.
