Thermal Radiation - should I announce Forge buff?

I buffed a Tank with the /tell, and the reply was something like , "Save it for the damage dealers!" I said, "Check your map hun. WE are the damage dealers." The rest weren't moving, just spread out all over, like they're watching TV.

 

AoE buffs I'll only announce if they're new, or out of range.
