Ouroborus Portal with no clickable "gem."

Just saw this in Pocket D, it's not my portal, so don't know how to repro:

I saw one like it just outside City Hall in Atlas Park earlier. I chalked it up to my level 2 not having been around when it was cast, and there being some issue with that and the persistence timer. Maybe true, maybe not, as to why, but that one was also not my portal.

It seems to be a graphical artefacting issue of some kind.  Basically the clickable portion of the Portal despawns as normal, but for some uncertain reason the visual effect persists.   I've seen it happen a number of times when my system is particularly overtaxed.

To that end, when you witnessed this issue, was your computer having any usual slowdown or lag issues?
