Help with Ice/WP Build

Hi! Finally returning to the game from Live, and I'm way out of practice with builds and things. I've been slowly leveling an Ice/Willpower scrapper, and I'm trying to see what an end-game would be for him, buildwise. Amusingly enough, I also never managed to get a scrapper to 50 back on Live, so this is doubly unconquered ground for me. Regardless, I did my best to cobble together a build, and was hoping for some feedback/advice/roasting/tips!

So I've been taking my time leveling, reading other builds on the forum, and figuring out new things about the powersets and whatnot. I've made a few changes to the build above - hopefully improvements - for anyone that might be interested. The build does focus on hitting soft-cap defenses (originally just for smashing/lethal, but then the rest were close enough to 45 to say "why not?"), since I favor survivability. I also tend to team as often as possible, so I placed -Res procs where I could to maximize team potential over my own. As far as incarnate stuff...I still don't know what quite to work for, but will probably end up throwing towards whatever adds damage and calling it a day.

How much do you need that 2.5% Recovery?  Preventive Medicine Heal in High Pain Threshhold with the Absorb Proc, would give you more HP (lvl 50 Heal IO vs lvl 40 Heal IO) and 2.5% S/L Resist.  Then put that Miracle in Health.

 

In Stamina, if you replace the Performance Shifter End Mod with the Power Transfer End Mod you can get a bonus of 6% Regeneration, instead of +Speed.  So better survival.

 

You're WP Scrapper, so why put the KB Resist IO in Super Jump?  Winter's Gift +Slow Resist would seem the better choice.  WP has nothing to slow down, but your attacks won't get slowed down as much.

 

Unbreakable Restraint Damage Proc over Ghost Widow's Embrace (Purple Proc being the better proc), and you could replace the RCH/+Absorb proc with DMG, DMG/RCH, or DMG/END Hecatomb to go with the Hecatomb Damage Proc in Freezing Touch, for more damage in the attack and you get a REC set bonus for the max of 5 +4% RECovery.

 

The chance for Heal Proc in Frozen Aura, you could replace with a Fury of the Gladiator DMG/END/RCH IO, for better damage on Frozen Aura, and you get a 3.75% F/C Resist bonus.

 

I'd replace the Bombardment ACC/DMG/END/RCH IO with the Annihilation version of that same IO, so you can get the +END Bonus over a 5% Range Increase bonus (which is giving 4ft to the range attacks and 3ft to Water Spout itself).

Is it bad that I went with the Range Increase for the couple of inches it would add to my melee attacks? (Answer: yes. yes it is.)

 

All of this makes so much sense, and I'm really glad you were able to provide me with a second set of eyes. The two survival procs (the heal and the absorb) ARE probably overkill as far as everything is concerned, and some damage would be nice. The only reason I went for Ghost Widow over Unbreakable Restraint, though, was for the...I guess relatively exotic psychic damage over the smashing? Though honestly more likely more than that, I forgot there even was a purple set in Holds!

 

I'm so used to just throwing the KB prot in everything - even my main tanker is a Dark Armor - so the very idea of putting something else in that slot is completely foreign to me. The Slow Resist is such a much better idea.

I was told, that the Power Transfer +Heal Proc was equal to 3% Resist across the board, so I use it in my EM/Regen build.  I use the Preventive Medicine Proc, but the Heal and Absorb Procs in attacks, I'd personally go for the damage.
