It might be because I haven't used the power in a while, but the animation seems to root for much longer than it used to / should.

 

If I try to time it with a stopwatch from activating start to the moment I can move again, I get ~3.5s more or less consistently (on a female character, haven't tried other genders).

Am I crazy here?

It feels about the same to me. The root time matches the cast time according to CoD, so I wouldn't expect surprises there.

 

I took a quick vid with a recharge timer running, activated Vorp then held down space. Watching the countdown on the power it seems like I jump just before the 3s mark. That seems about right for a 2.5s cast.

I noticed, probably due to the changes they did to root times and such, that Vorpal Judgement now ends with an unskippable little crane stance animation that I wasn't always seeing before.  However, I don't think it's actually lengthening the amount of time before I can act again.  It's just, before, there was a delay in other powers, now, it's just still being "locked" in the Vorpal animation.

Yeah, it's very possible the root time previously ended before the activation time. So we couldn't use powers any faster, but maybe we could move sooner.
