No incarnate stuff was chosen, but I seriously suggest taking radial agility as that will help not having travel powers and put def higher protecting against a def cascade death. I'm also not at a computer so I can't see all the numbers of your build at the moment. But looking at the powers, I think Victory Rush may be redundant. You have Speed Boost, Siphon Speed, and Transference that does everything Victory Rush does without needing an ally to die, so you could drop that and pick up something else. I would suggest dropping IR for Super Speed but that is personal preference. And the level at which you picked some powers is odd, Tough and Weave before 20? The only benefit would be the stealth. 2. You are right about victory rush, but its not really for me, its for the team before a big fight, plus that allows me to focus more on dps for the next 2 minutes instead of using transference more often. Yes, I can eek out another 1.88% s/l def by replacing it with aim two-slotted, which I may do, I haven't decided yet. 3. Yeah, the order in which I took the powers shouldn't really be taken as representative of what you should do in game. I was just going through, making sure I had the powers I wanted.
