Have never played a En/El brute before. And has been a while since I build a build from stretch, I've kind of forgotten what is good enough and what's not.

Pictures being worth a thousand words and all, the differences are:

Compared to the original the  differences are:

  • Melee Defense is 46.37% vs 35.83% 
  • S/L resistance is lower, N/F/C are meaninglessly different, P is definitely lower.
  • Though Recovery appears lower, factoring in Endurance Cost Reduction they are roughly equal (3.46 original vs 3.41 revised). Since Toughness is not in the revised build you save a toggle cost.
  • To-Hit is non-existent. However Accuracy (not shown) is 45% compared to the original's 40%.

 

The build is presented less as a suggestion than giving a look at another way to go about things with ideas for mining.

Here's the build I've been playing. Not sure how it stacks up since it's my first brute on Homecoming that I've stuck with, but it worked well on Brainstorm when I tested it out.

Not until you encounter it, then it will be quite a bit of a concern because the only things which directly help are lots of health, hit points, and resistance. Toxic ignores defense.

 

But it does not tend to come up in overwhelming amounts unless you like playing with Hydra (or at least it doesn't for me).

build for smashing/lethal defense, checks vs all split damage like Energy Melee/Blast or Ice Blast/melee; Dark blast will hit but some of Dark  Melee N/S will be avoided.  You can get the resists upwards of 75-80% on everything but Neg, Toxic, Psi.  Problem with electric is, your weakness is healing, your recovery click is a +HP with regen on a long recharge; one CoT mage or some energy attack with -regen and your brute will be crying as those resists are doing nothing while gettting hit with Range/AoE; hope you don't get hit with Rad blast with -def.

Can anyone tell me why most builds do not include Barrage. I know from other AT, the T1 is usually worthless, but from the description and feel of playing with it, it doesn't feel that bad.

Bonesmasher, Total Focus, Power Crash, and Energy Transfer have you covered.  Bonesmasher and Power crash are about the same for your low damage attack, Total Focus and Energy Transfer are your "Yeah, sorry about that; I am sure they can reattach your head."  You only need about 4 attacks on a tight min/max build, the ones I listed are 3 single targets with sufficient recharge you don't need barrage and the cone is so wide with decent damage it can substitute for a single target in a pinch.

 

edit: derp, forgot Energy punch which you need to select at creation but wouldn't need to slot depending on the build.

Rough build, not super happy with it but perma hasten with 3 50 IO and +5 boosted, as well as all defense IO for the LOTG.  Ends up 45% S/L soft cap, an extra 6 KB protection when jumping and grounded isn't taking effect, and S/L/C/F all with about 83% resist.  Will hurt against CoT with how much Neg damage and -regen, but should do ok against Carnie.  Anything else, like Praetorian or some of the positron cyborgs depending on if you are hit with a debuff.

Edit : no epic, would prefer some AoE but no room for it.  And the Superior condition is useless with Endurance reduction in Energize

 

And I didn't see you had flight, easy switch for CJ/SJ for Hover/Flight.  Drop Vengence, pick up Evasive manuevers.  Now slot Hover and Evasive with LoTG global recharge.  Downside to flight pool, it negates the benefit of Grounded and the KB protection.
