I set my difficulty to +4 for ITF, and tried to adjust to +1 x8 after to solo a mish, and no matter how many times I tried to reset the mish, the difficulty did NOT adjust. I set my difficulty to +4 for ITF, and tried to adjust to +1 x8 after to solo a mish, and no matter how many times I tried to reset the mish, the difficulty did NOT adjust. this only happens if you've walked into a mission before changing to the lower notoriety settings. ie; you want +4/8 in ITF, than walked into a personal mission afterwards with that. on exiting though, you need to select another mission and yes to confirm that you're abandoning your current one. lower your difficulty, and swap back to the mission you want to do. if you don't have another mission, but can get a paper/radio mission, than do so, but only for sake of changing your notoriety.
