A freighter full of Family. Best one I have found so far.

 

Badgers have to do all the Striga arcs for the, Port Authority, badge anyhow.

Alignment: Vigilante

Arc:  Dirty Work (The wiki page has nothing about the arc. Badger has this note about it, Shauna Braun (Level 25-29, Arc 26.01 in Ouro, Vigilante))

Level range: 25-29

 

You have to run the arc twice for the Avenger and Beyond Reasonable Doubt badges.

 

Three of the five missions have full maps of family. The other missions are PPD.

 

 

[Six-Six]

There is also an event in St. Martial for 35+ and scales to your level. It's near the casinos in Jackpot district. Start with defeating 15 longbow, then go inside to beat up Family. You also get the Oobatz badge after.
