Unable to complete Ernesto Hess story arc

Or I should say, the story arcs that lead to getting him as a contact. On my 25 blaster I finished the arcs for: 

 

Stephenie Peebles > Long Jack

 

which is supposed to lead, as I understand it, to Tobias Hansen and then Lars Hansen and finally Hess. But after finishing Long Jack's arc...nothing. Do I have to maybe wait another level or two?

Ernesto Hess is a Task Force contact.

     I think the OP realizes that but is stuck between Long Jack and Tobias Hansen. 

     What level are you currently?

     Does Tobias say anything when you talk to him?

The first two contacts are 20-24; the second two are 25-29.  If you're not yet 25, Long Jack won't introduce you to Tobias.  (If you're 30 or higher, you'll have to do the Hansens via Ouro - though if all you want is to unlock the Hess TF, you only have to do Lars' arc via Ouro.)

My blaster is level 25 - actually he just turned 26, maybe I should give it another shot.

 

Previously when I talked to Hansen, he would tell me to talk to Detective Whatsisface (Hutchenson?) But I was hoping that I wouldn't have to do a bunch of radio missions until it decides to give me Tobias as a contact.

Ok I just talked to Long Jack again and he offered Tobias as a contact. Guess I had to be 26! Thanks everyone.
