Is the enhancement converter RNG Fair? or Does RNGesus exist?

I started recording it. Was usuing melee aoe. Buying cleaving blows and multistrikes converting to anything better. My limited to 1000 converts was the table is weighted

 

Converting multistrikes to cleaving blows or vice versa happened 30% of the time. Dervish was next followed by eradication and oblits were down in the 20% range. 

 

One thing i did notice is during hours of limited people the conversion rate to something better was slightly better vs heavy times. 

 

I do not pretend ive got a large enough sample this is still all well within margin of error and it wasnt interesting enough for me to keep going to 10k sample size.
