If you complete the arc for Interrogator Kang in Imperial City, Dr. Steffard disappears from the zone. However, Luke Larson still introduces Dr. Steffard as if nothing is different. Ideally, completing Interrogator Kang’s arc should cause Luke Larson to then introduce Seer 1381, the contact Dr. Steffard normally introduces, instead.
