Note the timestamps. This was going on from the point he was spawned, before anyone engaged him, through the team building process and through the fight. Just rapid-fire through all of his lines with a continual stream of dialog above his head.

 

Not sure if it's specific to just this one instance of the spawn or if it's been ongoing.

It's been like that since live.  Ghost of Scrapyard is just incredibly chatty.  It's a known bug, but considered very low priority IIRC.
