Since Fire supposedly gives up all mitigation and other secondary effects in exchange for pure damage, Savage and Staff with their knockdowns and self-buffs and other secondary effects perform better overall than Fire's middling damage spread out as DoTs.

Honestly, the "look and feel" is probably one of the more important aspects of a set to me. If I don't enjoy it, I won't play it. I just wish I didn't need to know the numbers as much as I do. Everyone has different metrics for "better".

 

Making the thing hitting you not ever hit you is pretty good mitigation.
