Mootant: Ice/Thermal cow-ruptor noob looking for advice

Moo!

I don't build squishies often, but I'm trying to get out of my comfort zone and work on some more support-oriented guys. Hence this bovine hero. Thus far up to L34 I've been enjoying the ride, and I think I have a decent post-50 build specced out. But I'm always happy to get input from those more experienced, so here we are.

Goals and Questions:

- Some form of defense softcap. I'm a smidge shy of S/L and over on Energy, which incidentally puts me half a small purple away from Ranged. Especially in light of the defense typing changes -- which though few and far between (as I understand it) do take some value away from S/L defense and add more to Ranged -- are there things I should be doing to improve my numbers?

- Due to the defense focus, my resists are pretty dismal. Kinda tying into the question from above, would I gain more value from a resist epic shield? Given that I intend to mostly team with him, I suspect the answer is yes? (I'm used to building for maximum self-sufficiency, so I have no idea what to take into account for on a teaming toon.)

- 3 ST attacks and 2 rains. Is that good enough, or should I be pushing to either find another attack OR up my recharge to cycle through faster?

Advice on these and any other thoughts that I'm sure I've missed is greatly appreciated!

Unfortunately I only have internet access via this phone which limits what I can see.  I will point out you gain benefit of the Rectified Reticle perception proc if exemplared below where you gain Tactics.  Tactics will obliterate any worries about seeing stealthed foes or being Blinded in PvE.  Otherwise looks solid especially for teaming.  I exemplar frequently and would probably change the order up somewhat on my power choices.  Hasten and Tactics, in particular, I'd personally want sooner in the build but that's more a personal preference.

Thanks Doom, appreciate the look. I'll have a peek at power order and see what I can shuffle to push Hasten and the leadership buffs. Possibly swap with Fighting pool picks - those might be lower value for a teaming toon?

Depends a bit on what you're looking to do.  If it's mostly normal content, TFs etc. then both the +3% def special act like set bonuses meaning even if in a power that's not currently active due to exemplar they'll still function as long as your current level is within 3 levels of the IO.  Under those conditions I'd be fine moving Tough later.  If more interested in doing Hard Mode or small team at +4/×8 then the importance of having Tough running is of  greater concern at that point.  The more teammates the less personal defense and resistance matters overall as long as you don't find yourself taking the alpha regularly.  Ice Blast does a good job slowing the movement and recharge of foes as well which helps mitigate incoming damage
