How do I go to PvP zones?

I'm trying to board the choppers in Sharkhead and Cap au Diable that previously led to PvP zones, but they just offer to transport me between regular zones.

When this happens to me I usually have to double check that I'm 

 

A) The right alignment; red to red and blue to blue for pvp, no exceptions. 

B) High enough level. Bloody Bay starts at 15.
