Hello all.  I played on live, but it's been a long time and as an altoholic I never really made a serious build for 50 before.

My goal with this character is to be able to use the build for any level decently well, as well as being a team player.  Damage and recharge were two of the main focuses.  I attempted to ensure some survivability, but I haven't really played much at 50 or above.

I'd appreciate any feedback!  Let me know how I did, and where I could move things around.

(and hopefully this is how you're supposed to share the build...)

Hi-ho. I'm certainly no professional and have only played a Mind/Dark Dominator...

My commentary is mostly on the Mind slots, but here are some changes I would consider to reshape your build.

Dominate

Use 1 or 2 Hami-Os and DMG-Proc the rest out. 6 slots. This will be your primary damage ability - and it's disgusting.

Confuse

Coercive Persuasion (x5), use the Contagious confusion Proc here. You want an ability that can get more mileage out of this Proc (even in lower-level content) whereas Mass Confusion pretty much already gets the job done. No Damage proc as you want to avoid drawing aggro with this ability.

Mass Confusion

Superior Will of the Controller set (x5), no Damage Proc. You don't want to draw aggro.

Total Domination

Use Basilisk's Gaze (x4). No Proc. Or use Unbreakable Constraint (x5) if you're starved on getting the 10% Recharge bonuses.

Mesmerize or Levitate

Ditch one of these. I imagine you're already quite busy with your other tools and having both of these are constricting your Power/Enhancement choices for minimal trade-off.

Tar Patch

Remove damage Procs. Use Recharge or Slow/Recharge variants. You want more up-time on this ability (Resist Debuff = More DMG!) and the Procs won't be very impactful.

Dark Servant

Seems to be a bit heavily-slotted. Consider using Cloud Senses (x4) and maybe a Touch of the Nictus Proc.

Darkest Night

Dark Watcher's Despair (x4) for the Recharge set bonuses. Focus on the enhancements with Endurance Reduction.

Terrify

Ditch the Knockdown Proc from the Ragnarok set, it has mediocre gain chasing the 6th slot bonus. Or consider going a Hami-O/Proc route like the Dominate suggestion above.

~~

Other suggestions,

Consider beefing up Twilight Grasp.

Shuffle a little more for Tough/Weave/Maneuvers. With their current slotting - this may be an Endurance management nightmare without Cardiac. You'll probably have to reduce slotting from Tactics to achieve this.

Thanks Nayeh, for all the great suggestions!

I feel silly for not thinking much about my attack chain or use case of each power (it can be easy to chase the set bonuses, for sure).  I decided to aim for more End Reduction set bonuses in addition to slotting Tough and Weave more throughly.  I've done a couple iterative reworks based on what you said and suggested and here is the revised build:

Looking a lot better. Here are just a few more minor tweaks:

Dark Servant

Swap one of your Cloud Senses in favor of the one with the Damage-Proc. Nearly all of the Dark Servant attacks are -ToHit so it will consistently fire. We're fine with our Pet doing more damage and it will inevitably generate Aggro.

Tar Patch

The -Recharge proc won't do much (or anything at all?) against PvE content. Swap in a different IO or shift the slot elsewhere.

Mind Over Body

Between Shadow Fall and Mind Over Body - you might already have decent Psionic Resistance. The Impervium Armors might be a bit redundant. Generally, you want to focus on getting Smashing, Lethal, and Energy resistances. Maybe 2x Titanium Coatings in their place or using more Unbreakable Guards.

Twilight Grasp

I would consider moving toward one of the Accurate Healing (or Healing?) sets. Like Touch of the Nictus - This ability is your primary healing option.

Howling Twilight

Shift around the level you obtain this ability. Use this as primarily for the AoE Stun/Debuff and prioritize the resurrection aspect second. Maybe target to have it where Maneuvers, Kick, or Teleport Target currently are.

Fade

Impervious Skin is a bit gimmicky. You could probably better utilize this slot with a different IO or move it to Health so you can slot Miracle in it - It's an excellent IO for endurance management.

Shadow Fall

Doesn't Shadow Fall take Defense slots? If so, throw a LoTG there to reach the 5x max on those.

~~~~
You may need to research how Fade & Shadow Fall are enhanced. I believe the Resistance or Defense element (one or the other) cannot be enhanced despite taking the slots?
Any other suggestions I could make at this point would radically alter your build - Like swapping Teleport or Super Speed for Link Minds (another LoTG mule) or using a different Epic/Patron line.
I just wanted to offer a little nudge. Hope this all helped shape your build!
And remember - it doesn't have to be a permanent build. I've gone through 5-7 different builds on some of my favorite characters by now.
@Nayeh's suggestion are great.
One thing I'd add to what they said:
  On 12/23/2022 at 6:02 AM, Nayeh said:
Expand
Drop one of your slots on Hasten, and 6 slot this with Preventative Medicine set.
Hasten can be maximally enhanced with two 50+5 Recharge IOs. You can pick up the merits needed to purchase Enhancers from a single TinPex run.
PrevMed showers you with bonuses, including more Global Recharge than you'd get with that 3rd slot in Hasten, and you get a potentially life-saving absorb proc.
As for it not being an accurate heal: my experience is that usually if you have enough ToHit bonuses stacked up to land already-disadvantaged AoE mezzes, then you're likely at 95% hit chance against +4, or close enough to it.
ll definitely be putting more slots in howling its just too good and has too many uses and i hate running agility so i'll try to find a way to proc an ff+rech maybe in psi nado or sorcery's arcane bolt (not in current build) so i can switch in intuition radial:
Thanks!  I've been doing a lot of double checks as I've been stumbling through building 😅  I did what you suggested with Dark Servant, I slapped one Hami in Tar Patch, and opted for Unbreakable Guard in Mind Over Body (The endurance discount is so good!).  Twilight Grasp - you're right, it's a healing power, I had it slotted that way just to reach the recharge rate for perma haste, but swapping in a LoTG into Shadow Fall fixed that.  I followed twozerofoxtrot's advice about Twilight Grasp, but I don't have a lot of +accuracy set bonuses.  Is that going to be a problem?
Howling Twilight and Fade I got back to their earliest levels since both help a lot with survivability.
According to the in-game Detailed Info for Fade and Shadow Fall, the only thing that can't get buffed by enhancements is Fade's Defense Debuff Resistance, but that could be wrong.
Sorry for the wait - I've been playing around with my Blaster build as well.
Looking a lot better! Here's a few more alterations I'll comment on.
Dominate I wasn't joking about the Dominate suggestion above.
Swap the Superior Will of the Controller - Recharge/Chance for Psionic Damage for Unbreakable Constraint - Chance for Smashing Damage
The direct Recharge bonus will slightly alter your Proc-rates. Your Global +Recharge set bonuses and Hasten will provide you with sufficient recharge without compromising your Proc-rates as much.
Slot-Swap
Rip one slot from Tactics (Gaussian's Synchronized Fire-Control - Chance for Build Up)
Rip one slot from Maneuvers (Shield Wall - Defense)
Argument You're only gaining a very marginal benefit for these two.
The Build-Up Proc is okay but not ground-breaking in Tactics. This proc is better suited on clicky buffs like Build-Up on Blasters.
The 2.5% Damage Set for 5-slotting Shield Wall is heavy investment for little gain. Shield Wall is best slotted up to a maximum of 4 in as a set in terms of chasing bonuses (IMO). You would already be performing drastically better with an entire extra Damage-Proc in Dominate doing 100+ damage compared to the base 2.5% set bonus. Eat your red inspirations!
Options:
Place one slot into  Dominate for a 5th Damage Proc (Neurotic Shutdown or Gladiator's Javelin)
Place a slot into Stamina for Performance Shifter +Endurance Proc. This will also help your endurance management tremendously.
Fade
It's a clicky - not a toggle. Swap the two Unbreakable Guards for the Unbreakable Guard or Luck of the Gambler variants with +Resist/Recharge on them. You want more uptime on this ability and the endurance cost itself is negligible.
Tough
I think you could get away with swapping one of the Gladiator Armor for the one with +Defense ALL. You might be reaching diminishing returns on Resistance as it is. Alternatively, you might be okay with eliminating one of the Gladiator Armor slots and just 3-slot Tough using the Gladiator Armor +Defense ALL with the 2 Unbreakable Guards.
Oddly enough, I had a second Hami-O in Dominate originally and it didn't display properly in the forum export.  I have replaced the second one with a Neuronic Shutdown proc, as it seems the damage is higher that way.
I took both slots as you suggested from Tactics and Maneuvers.  I had changed Stamina from having a +End Perfomance Shifter Proc because I misremembered what I read from Bopper's +Hp/+Regen cheat sheet.   I was thinking of Power Transfer's Chance to Heal Proc, thinking the +End Performance Shifter wouldn't go off as often if I had Pancea in.  That was wrong! 😅  Now I have Performance Shifter Chance for +End and Endmod slotted in Stamina.  I took the other slot and put in Weave, to get a +9% accuracy bonus and extra Defense.
Fade -  I took the slot from Tough you suggested and switched the Gladiator Armor to the +Def.  I put it into Fade as a LoTG Defense/Recharge and switched the unbreakable guards to variants boosting recharge.
Thanks for the insight, Nayeh and twozerofoxtrot!
I plan to do a reiteration of this build when I have a moment.  Focused on my Elec/Earth blaster as they are higher level and I tend to play them more.
That being said, makes sense Meknomancer, Soul Absorb seems quite good.  I believe I also wouldn't pick Psionic Mastery in my next iteration, as the psionic resist isn't quite as helpful as other resists might be.
I have not modified the build with the new levels powers are available.  Adjust accordingly.
You will want Soul Absorption. Trust me.
I have always liked Mass Hypnosis.  You can eliminate another spawn that is close by until the team is ready for it.  Also why I slot Terrorize for fear and not damage, but that is a preference and Ragnarok works well too for the added damage.  You do get containment damage if the enemy is asleep and using Terrorize on a spawn under the AoE sleep works well.
You will want accuracy in your heal.
I like having the mez protection near permanent.
I dont understand the five slots in Howling Twilight, unless you are just wanting the recharge?
On live I had a mind/kin and it was an able farmer until they nerfed the epics.  Mass Hyp, Fulcrum, Fireball, Terrorize.
Telekinesis is fun if you can control your endurance.  Pushing the boss into a corner with a few of his friends... I team with my trollers, so I dont use it anymore.
Also, thanks for showing me the D Sync for slows and recharge, I missed that one.
