Winter Badge Bug: LICENSE TO CHILL from Candy Keeper

All the other badges awarded when purchased,  however clicking License to Chill deducts money and Candy Canes but does not bestow the badge.

Yes, I double checked the alt,  it does not have the badge.

Someone reported in chat yesterday that they had paid the 25 canes to the Candy Keeper, but not received the badge. I took my character to the ski chalet, and succeeded in purchasing the badge. I was short on time, and couldn't check the AP and Winter Forest vendors to see if it was vendor-specific.
