After running up a new blaster to 50 during the MS event, I had an idea for an additional one, but with my knowledge on blasters being low, I wanted to check if there is a few things I could do better with this initial idea. My vision does sit in with an Ice/Dev/Ars build so there is not much I want to change on that per say.

 

I am trying to make it more in line with the blaster way of taking it out before it takes me out. That is why I did not drive up defense values really high. But if there is a better layout to use, I am all for it.

Went back to the build and redid some stuff, which I feel has a bit of a better feel at the moment.

Be aware that with Targeting Drone you have a "hidden" buildup.  If you are out of combat for a few seconds an orange ring appears around the power and you have a damage boost on your first attack.  Great time to hit Blizzard.

So to note, I was thinking this build after your thread on your devices build. I thought that would be fun with Blizzard and LRM.

So...I looked at this latest build you have - and by now you've already moved on to something else. But, if not: 

The numina regen/recovery  - I would take that out. You don't need it, you won't miss it. I would take that slot and put it with Super Jump, and add a Blessing of the Zephyr 4pt kb protection. 

Then, I would suggest you drop acrobatics and pick up either assault or tactics. But - that's me, and my playstyle. It has been since retail, the last time I took Acrobatics. It could be worth it to you, and you may know something I don't. It's a cheap toggle, and if you find you don't get held much, go for it. Assault or Tactics are a bit more expensive, but I am confident that if you  change nothing - and just remove that numina slot to see if you miss it - you won't. 

There was a time when I ALWAYS used Numina. Somewhere in these forums, someone smarter than me suggested it wasn't that great. I check my combat logs, I see Panacea and Miracle and Perf Shifter - I rarely see the Numina. Not sure why. Maybe my eyes are tired. But, I took it out and don't miss it. 

I'm a player that relies on survival more than dps, so take my advice with a grain of salt. Since you stated what you're after, I didn't even look at the defense numbers. I just looked for the easy stuff.

Usually when I am building I do quite a bit of builds testing out a few things till I get a good feel for the character. Usually only building a character at a time, till I get it to 50, and some incarnate powers. So I am always interested in points from other people to see what can be done to optimize or something I am missing. I have done hover blaster that is more focused on survival, and I felt it was alright but wanted to focus on an old school feel of a more aggressive blaster. I will make the adjustments and look at assault/ltactics to see how it feels.
