Looking for feedback/critique on my Marine Affinity/Ice Blast

I still don't have a good handle on Marine. I have a couple of toons with Water Blast so I opted to go with Ice. Please give me your thoughts/critiques/suggestions and so on! 🙂

I would take the heal/debuff for sure.  No expert on marine.  Mine is vet 3.  Just respec'd to this.  I didn't go all proccy but went for high defense and resistance as well as perma power of the depths, or really close to it.

Does Health slotting in Brine affect the -MaxHP of a target critter?

Both mids and in game in powers says it does.  Haven't tried tracking on an enemy but assume it does.

Slotting healing enhancement does boost the -MaxHP.

One of the funny things with Brine is you don't see the damage numbers appear so it seems like a weak power, and it gets discounted.  Remember, you always want to use this as your first damaging power to not only get the -Res going, but also because you want to lower the max hit points at the start rather than after they take damage.

 

Go to your power tray and actually look at the details of the power and check the details.  This is a very very good power.
