So the ability is called Warp Beam. It's when you use teleportation from one spot to another leaving a damaging streak of energy for a short time, probably about 3 seconds.  The beams damage would depend on how far you would go and the consumption of endurance will be heavy. If it a very short distance it would become a Warp Ball,( probably be very OP and could get abused). The beam itself can be effected by an enchantment to give it a type any type of damage except toxic or bleed.  An evolution of this ability perhaps for this could be Instant Warp Beam which could be applied 3 times but weaker than the previous with the same type of energy consumption.

I'm assuming you're looking at this as part of, say, a power pool that's energy themed?

 

If so, I'd almost split the two into two different powers in there. Warp Beam being (from the description) somewhat like combat teleport, but doing damage in between. Warp Ball I could almost see as, or tied into, picking up the last power of the set and having that power have some effect on the others - in the beam's case, the ball. (Likely some sort of endurance modifying controls as at least one other power.)

 

As far as "an enhancement to give it any type of damage..." unfortunately, outside of procs of various sorts (like the Postiron's Blast one that does a chance for energy damage,) a generic "damage type" enhancement doesn't exist. I'd *like* to see it, and have made suggestions about it in the past - though I don't think they're quite the same as what you're looking at.

There are several existing powers that are similar to this, except the damage is inflicted as an AoE at the end of the teleport. Savage Leap has a 70 ft range and does damage in a 20 ft radius AoE (10 target max). Lightning Rod has a 60 ft range and does damage in a 20 ft radius AoE (16 target max). Burst of Speed has a 200 ft range and does damage in a 15 ft AoE (16 target max), and can also be used 3x before recharging. Feral Charge has an 80 ft range and does damage in a 20 ft AoE (5 target max). There might be more I'm not remembering.

 

The problem with your suggestion is that to create a "damaging streak of energy" you would have to fire a narrow cone attack at the same time you teleport. In order to function, I think both the cone and the teleport would have to target a foe rather than a location. (There are several non-targeted cones in the game that simply fire in front of you, but I don't think that would work here.)

There was similar power in the ESO called Bolt Escape (Streak),

It damages/stuns enemies when you streak, with each teleport, end usage gets higher and higher but also stunning enemies when you arrive your intended destination. With CCs so useless in that game, it never becomes problem however.

Maybe similar could be done this way.

So when you teleport, you could leave location aoe ability from behind you, and after arriving your destination that can lasts X seconds. It could be small radius. After using 3 times it could go on long recharge.

Well visually in my head I was thinking about comic books when heroes leave a streak. So when i was thinking, why would an AoE be circular or that there has to be targets when it can be a linear AoE that has an aesthetic flashy flair to the ability like the Speed Ability and be used in fights it could even have a knock back because it would also be a type of tackle but in an energy form. But I may be overthinking this, I was just in my headspace to be like visualization, it looking cool.  Plus the beam isn't going to be on the field long, its just energy, it'll fade after 2 seconds. Why just the pews or the booms, when you can have.... FROOM.

In this game, the closest you can get to a linear AoE is a narrow cone (i.e., Piercing Beam). There's no way for the teleport itself to do damage in its path.
