Recharge and Toggles

If I put a Recharge Enhancement in a Toggle Power, will it have any affect?

I can't speak to all toggles, but AFAIK for many (if not most) the answer is "yes, the toggle will be available sooner with a Recharge enhancement than without." The times may be short enough that it is barely noticeable.

 

As a practical matter, I am rather certain *I* only observe this on powers where I end up slotting pieces of a set which includes /Recharge Time components... such as Maneuvers or powers that are Resistance toggles.

The toggle will recharge faster.

Most toggles suppress rather than turn off, so the only time you have to turn them on again is after you're defeated or if you have your endurance drained. There are a few that drop if you're mezzed and have 20s recharges (Hot Feet, Choking Cloud, Entangling Aura) so slotting recharge in them might be useful.

It appears that recharge affects the start or restart of a toggle.  Does it affect the toggle during  it?

For example, if a toon has a damage shield or Maneuvers, does it make it damage or defend more often?  Does it improve damage or defense in this way?

No. ... or should I say: I am not aware of any toggle such that once the toggle is active that enhanced Recharge has any affect.

Yes, I slotted a recharge SO in my two anchor toggles (Radiation Infection and Enervating Field) on my Rad Defender before I got her high enough to make IO sets worthwhile.  I got tored of waiting for them to recharge between fights.  The recharge definitely helped.
