What is the best way to find new contacts?

 

I'm level 28, with no new contacts in the "Find Contacts" section.

Usually you can pick up a contact after running some radio missions and then a safeguard or mayhem mission once your bar gets full.  Stephanie Peebles on Striga is level 20ish if you're blue side, she should be available.  The midnighters club arc ought to be available (blue side it's available from Montague castanella in the steel canyon University, idk what the red side equivalent is but there is one).  Hope that helps!

I don't know about level 28 specifically, but its not uncommon for me to run up to any old contact, even ones with no past connection to me and try to speak with them.  They usually say something like "I've got nothing for you, but go talk to [contact]."  That's an active contact waiting for you.  You might have to look up the name in the wiki, or ask in Help, but there's usually someone or the wiki that can point you to the new contact.

Using the Ouroboros crystals is the best way. Otherwise using the wiki but that's just busywork when Ouros is available.

If all else fails, go to Pocket D and change alignment. Then exit the opposite side.
