Built a couple /Kin to try out and just got them to 25 to get a feel for how they play.

Both have a Hold and good ST/AoE so that's nice. 

The Ice/ is great with the slows but feels End heavy, I know its early but hate slowing down rotations or crewing Blues.

The Elec/ is better on End and the extra damage is nice as well but no real soft CC besides the sap.

Is the soft CC or the sap better for late game teams?

Also Tesla Cage has the added Static ability, is that able to add procs to or does it only work on the main target?

Your endurance issues will go away once you pick up Transference at lvl 28. Between Ice and Elec, my preference is Ice because the 2 rains (Ice Storm and Blizzard) benefit from Scourge. If you want to go for a sapper build, Elec will also work (your main -end/-rec powers are Short Circuit and Thunderous Blast). ALL the powers in Elec benefit from Static.

I forgot about that, then that will help. I'll stick with Ice as I have a Elec/Time as well. Static is the extra ability on Tesla Cage that chains to other enemies when you shock someone that is held by it. Was wondering is the chains can proc on other enemies or if things only proc on the target that is held.

Worked out my Ice/Kin build

Now I'm starting to move from IO's to sets

What sets should be a priority?

Also thinking of dropping Speed Boost for Focused Accuracy or do I not really need that?

I wouldn't bother with Focused Accuracy since you already have Tactics. I would focus on slotting the ATOs first, but a lot of the other sets are pretty cheap.

  • Siphon Power should get acc instead of rech. 
  • You skipped both +def uniques (Steadfast Protection and Gladiator's Armor). Those would have to go in Tough unless you were to add Increase Density.

I've always been a fan of Bitter Freeze Ray, especially in the absence of an Epic Hold like Char or Dominate. Your build is covering single target, cone, and TAoEs quiet well and based on your slotting, you're going to be hitting +4s of all ranks very consistently thanks to the high Acc in your powers. If you're looking to squeeze more damage from procs out of your build, Ice Blast is the poster child for it - particularly Freeze Ray, Bitter Ice Blast, and Bitter Freeze Ray.

Would it be worth switching Speed Boost to Increase Density for the 2 Uniques?

I would need another slot from somewhere?

Or should I just drop 2 Unbreakable from Tough?

If you're going to team, I wouldn't drop Speed Boost. Dropping 2 Unbreakable from Tough only costs you F/C and T/P resist. If you want to squeeze in ID, I'd be more inclined to drop Evasive Maneuvers, but yes, you would need another slot. You could easily take it from Transference.
