Legion of One Posted Monday at 10:30 PM Posted Monday at 10:30 PM (edited) One of the OG buff/debuff sets, Storm Summoning has been passed by in spite of interesting improvements in the game. I'll just jump in, because there's so much to suggest here: In spite of the fact that Storm Cell (Storm Blast), Coral Reef (Marine Affinity), Gun Turret (Devices) and Tri-Cannon (Munitions Control) follows the player, Lightning Storm remains stationary. Why not enable it to float along behind the caster similar to Storm Cell? It has a significant recharge time and with game play being as fast as it is at higher levels, the storm often only gets off a few shots before a team moves on. The storm also knocks targets back, sometime beyond its own attack range, which is silly. Would love to see it unmoored, and maybe some of that cool chaining damage effect added. Tornado has a very annoying fear effect that makes targets, including AV's, run stupidly all over the map. Once upon a time on live, an AV would ignore Tornado as it swirled around them, applying its debuff and DOT. It's already a very disruptive power that flings targets wildly before speeding to its next target. I use it when a situation requires instant chaos, but those situations are rare, especially when I need to consider how it affects gameplay for others on my team. I'd love to see a creative knock effect (I remember reading that the team has been toying with different knocks) that traps a target in a circular pull rather than the tossing effect we have now. Or, how about a stationary effect that pulls targets into it a la Singularity, debuffs, damages and and tosses them? It needs a graphics overhaul-- why not use the water spout or Scirocco's sand storm effect? Hurricane would be much more effective if its to-hit debuff radius were significantly increased. As it is, targets are pushed out of the power's debuff range, where they then fire ranged attacks at the caster. So, the knock radius should be much tighter than the debuff radius. As above, it would be fantastic if targets could be caught in a gyre effect instead a push and knockback effect. Gale is very inaccurate, does almost no damage, and, again, knocks things flying. I think some of that kb could be forgiven if the damage were raised and some kind of debuff or control was applied (e.g. Stun, Defense Debuff, Confuse). Snow Storm is easily overlooked because it's a slow (movement and recharge). I see its utility, particularly its significant recharge slow, but I think there are a bunch of other debuffs or controls that make sense in the midst of a raging snow storm (e.g. To-Hit, Defense, Perception, Confuse). The power could be more interesting and useful with some additional effects. Thunder Clap (I'm doing this from memory, so if I'm screwing up the names, let me know) is nigh useless with its low accuracy, weak control and small AOE. Looks awesome, however. Steamy Mist, and I'm just going to say every other AOE stealth effect, should be a more effective cloak. I love that the Power Pool Stealth power was upgraded to invisibility (it should have been renamed Invisibility-- can't tell you how confusing that is for players), but it sucks that power set stealths are now inferior to a pool power. I know they provide additional defenses and resistances, but damn I hate having to either take a second stealth power or finding a work around like adding Celerity's stealth to make my secondary power useful for stealthing. O2 Boost, as a minor targeted heal with some secondary mez and recovery debuff protection, would be great if it applied a small amount of endurance along with that heal. As it is, it's an underperforming heal. Just going to add that Freezing Rain is a stand-out power that is often mistaken for simply being a minor DOT with some knockdown when it is a very powerful defense debuff. Lightning Storm is pretty good as is though, with strong damage in a support set's tier 9 power and a recharge that can be enhanced enough to overlap with 2 storms active at once. I feel like its good enough that any changes to the set, including making the storm cloud mobile could come at the cost of reduced power or speed, and I'd rather no changes at all than risk seeing Lightning Storm get nerfed. If I had to pick three of these to agree with: 2. Remove fear from tornado 5. Snowstorm applying -Perception to affected targets 6.
