Genericface Posted July 8, 2019 Share Posted July 8, 2019 You're looking for the "surgeon" not the tailor. They're a different npc deeper in the clinic villain side. It's the "Facemaker Surgeon" Hero side I think it's the "Cosmetic Surgeon" but not sure on that. Link to comment Share on other sites More sharing options...
Shinobu Posted July 8, 2019 Share Posted July 8, 2019 Hero side it's always the one at the back of the Icon store on the right side / corner. The tailor in Rikti War Zone also is a cosmetic surgeon. YOu can change your costume and gender at Miss Liberty, straight out of character creation, which means you don't even have to run across the street to get into the Vanguard base and the tailor/surgeon there.
