Did you try it on mobile? When I tried it on mobile, it was a cluster, but when I did it on my pc it worked fine.

The Internet Archive also has the PDF - https://archive.org/details/City_of_Heroes_Prima/  as well as one for City of Villains - https://archive.org/details/City_of_Villains_Prima

 

But please remember that all of the information in these guides are terribly outdated and always think twice about clicking any links, even those posted by GMs!
