Exploration accolade awarded prematurely

I'm not sure whether it's an actual bug or not, but I was running through the exploration badges and plaques for Imperial City and received the 'Emperor for a Day' accolade prior to my acquiring the 'Going Rouge' exploration badge. Is this last outside of the requirement for the accolade, or is this a case of the accolate being awarded wrong?

The Going Rouge badge was added after the initial eight were placed, so I don't think it's part of the accolade anyway.   I think it now counts as a exploration badge to be able to LRTP there though.

If I'm remembering correctly, it was added as an explore so players would be more aware of the badge. I believe it used to be that if you went to that tailor, you got the badge, but that wasn't very well known, so an explore marker was added to make it more apparent.

 

(Edit: Again, if I remember correctly, because the badge was presented as a badge for using that tailor as a play on the frequency with which players confused "rogue" with "rouge" when red side was added, but just being near the tailor awarded it.)

I always thought you should be able to go inside Mayfair like you do an Icon, rather than talking to Rita on the street.
