I was looking through and the damage and recharge times seem to be pretty similar.

 

Which of these sets is considered better for a scrapper or are they a wash?

Not talking hard numbers of anything, but Dual Blades seems to be one of the least popular attack primaries. The combo system is interesting. However, it was the first set to implement that (I think), and it shows.

 

Claws I can say is a fantastic set all around. Spin is Spin, Follow Up stacks lead to big damage. The attack chain is great. So +1 for Claws from me.

Performance is so close, IMHO, to allow choice based on feel and animation, even if you are a number cruncher.  I personally prefer Claws for the ranged ability, but have also played some DB because I really like the flowing sword animations, and DB is in the running for my next character.

One of the few toons from live that I have recreated in homecoming with exact powersets & AT is a DB/Fire Brute so I'm definitely a fan, that said Claws & it's animations have never really interested me, that said a ranged ability in DB would be nice & fit the concepts I play the set for.

DB suffers from trying to find the combo which works best and ultimately the best attack chain doesn't use a combo. I liked my time playing DB on live, but I never got it to 50. I did get Claws to 50 on live and rerolled it for HC.

I had both claws and DB characters on live, personally I think DB is the more fun and better performing set.  There's a few reasons, but a big one is that your optimal chain runs with Sweeping Strike, which is a fast hard hitting single target power that happens to be a cone. It's like if Claws Eviscerate had a 1 second animation speed instead of a 2.5 second one.  DB is also neat for having its "second best" attack chain be one of its combos, and be within 10 base dps (before buffing/slotting/procs/etc) of the "best" chain, so you really aren't losing THAT much performance if you wanted to make a DB character who didn't throw everything into recharge and focused on other angles in their build.

 

Claws is still pretty good, but I had more fun with DB.
