Weird + Recharge enhancement stat is pvp

Hey, anyone else get this weird +recharge enhancement slot stat on their powers when they enter a pvp zone?  I don't have my damage powers slotted for any recharge but it keeps showing up.

 

Check a non-recharge slotted power.  In pvp there's like a +16.2 recharge enhancement when you enter RV.  I'm so confused on where its coming from.

I haven't seen anything out of the ordinary, but I can keep my eyes out for it. If it only happens in PvP zones, I would assume it was related to a PvP IO bonus. I'd have to see a screenshot of the details to narrow it down anymore than that.

It was put in to counteract the effects of DR, the bonus recharge you receive lowers the more actual recharge you slot into the power. However testing has indicated it doesnt actually function at all, which for the sake of our PPM's I hope is never fixed.
