Along with Hybrid Assault Core if base dam modifier is 1 or higher or Hybrid Assault Radial if < 1. So Radial for brutes. That leaves Musculature for Alpha. If a particular character has a ton of AoE then Assault Core could possibly pull ahead in some situations as it has a chance to stack with every target.
