  1. Yes, you went overboard with accuracy. In Pines, go to options -> config, exemping and base vaules, set base tohit to 48%. That will result in all calculations being made as if you are level 50+1 fighting against 54s. The tooltips should then be accurately showing your chance to hit, with anything over 95% being wasted against normal enemies.
  2. Meltdown's crash is very manageable. With enough recharge, you can alternate between Meltdown and Rune of Protection to maintain nearly capped resists to all damage types.     DP/Bio Build

    The other thread seemed to be specifically requesting a cheap build. I didn't think this build would be a good fit due to the global and proc120 IOs used. Piercing Rounds looks like it has better damage per animation than Pistols and Dual Wield. Unless I'm missing something, I think it should be a good attack to use in the single-target rotation. I did want this build to be decent for either AoE or single-target. I think it achieves that goal. I'm not a big fan of damage procs, but it shouldn't be hard for someone else using this build to figure out where to put them if they want to squeeze out slightly more average damage.

    DP/Bio Build

    This build has no travel power, but I don't think that's a problem with all of the teleport powers you can pick up, temporary travel powers, and Ninja Run. It features capped S/L resist, practically perma-hasten, and enough defense that a small inspiration gets you softcapped on typed defenses (technically 44.1% S/L but you won't notice the difference). If you're on a budget, the purple sets can be swapped out for their non-purple counterparts and Hasten will be down 15 seconds or so.   5. I see the issue now. Hero Planner doesn't show the Incarnate abilities at the default window size and I missed the Clarion Destiny ability that was on. It shows maneuvers and Weave providing far more defense than they should. I'm going to have to rework my build a lot to get what I want.
  7. I was looking for the same thing and came across this thread. I modified one of the builds in the old COH forums from the link above to suit my needs. It achieves close to perma-Hasten while having softcapped positional defense and is just shy of the S/L resist cap. It doesn't use any purple sets or defender sets, so it should cost about 100 million to put together from the AH.
