    An entity is something that exists. A facility is also something that exists, but not all entities are facilities, so facilities are subsets of entities.

     

    The unmanned missile platform is autonomous enough to keep you in sight at all times and fire upon your command. The Robotic Drone lores do pretty much the same thing. At the size of the projectiles being fired and the level of technology available in City of Heroes, you could Missile Justice raining from space with something the size of Siege.

    A facility is a subset of entity. The difference between a Warwork and an unmanned missile platform is a matter of scale, and if the explosion has a blast radius of sixty feet, it can be a really small missile. It'd have a smaller payload than a Davy Crockett.

    Edit: Also, the level range is ridiculous. Only PvP sets and ATOs get a level 10-50 range, and nothing gets a level 7-50 range. So maybe a level 20-50 like other sets, but most definitely not a level 7-50 range.

    Technically the ATOs have a level 13 to 50 range because you can't slot them until level 10. If you can slot it at level 7 it has a minimum level of 10.

     

    So PVP sets have a level range of 10-50 but ATOs do not.

     

    Edit: It looks like the minimum level for Overwhelming Force is also 13.

    Book Dracula and Book Frankenstein's Monster are both public domain, but Universal Studios' Dracula, Frankenstein, and Mummy are not.

     

    You can make a Mummy, but if 100% of the things you say are "Oh man, I wish I could punch Tom Scientology Guy and Brenden Fraiser" you might fail into a treacherous realm.

    Corruptor: Seismic Blast, Storm Blast, Water Blast/ Poison, Nature Affinity

    Defender: See Corruptor

    Dominator: Earth Control, Plant Control/ Earth Assault, Thorny Assault.

  8. Yeah, and while it's annoying while you're kind of idling, as long as you're taking about 40 damage every six seconds you won't have to worry about the cap. I could see where this would be a problem for a defense set like Super Reflexes, but Radiation and Bio Armour have varied enough sources of damage mitigation that it shouldn't be an issue even if they do have high defense builds.

  9. Well, there isn't exactly a stacking effect, but it's clearly using your existing absorb to calculate how much new absorb you get.

     

    I suppose that, if there was another source of absorb, like one person using wild bastion and another person using particle shielding, you could check to see what the numbers look like as the different buffs expire.

    Oh, I see. It's flagged on City of Data as "Replaces Existing Effect" not "Stacks With Existing Effect" (so are Ablative Carapace and Particle Shielding) so the question is why the values are stacking at all? I know the first time I noticed it on my Radiation tank, it was kind of a loop. 1110 Absorb, recast get +1110 Absorb, hit Absorb cap (for tanks) of 1874, get just +764 Absorb, initial absorb expires get left with +764 Absorb. recast get +1110 Absorb, +764 expires, run around with 1110 Absorb.

     

    These values are definitely stacking and they shouldn't be.

  11. This isn't exactly a bug. What's happening is that the absorption is stacking, hitting the cap and being limited, and then the original absorb is expiring. This happens on Radiation armour too. The closer the power is to providing the absorption cap, the less absorb remains once the initial expires.

     

    This is less of an issue if you're actually taking damage because you're farther away from the cap.

    I would not be in favor of homogenizing Super Strength to bring it to scrappers, but neither am I in favor of porting it as is.

     

    I think giving it something like Reach for the Limit for scrappers, a passive power that gives both passive +to-hit and +damage and a chance to proc +to-hit and +damage.
