I currently have Reactive Radial Flawless Interface which i believe to be the best because IIRC the resist side has a stacking limit of 4 while the dmg side has a staking limit of 6. Does that logic carry over to Degenerative? If so then it's Degenerative Radial Flawless Interface for me.

An exception here, as far as I can tell, is the versions which don't have a debuff. My Degenerative Total Radial Conversion has quite a high proc rate. So if you want a DoT, Total Radial is probably the way to go, rather than Radial Flawless.

If my understanding of how this works is accurate, you are correct. My understanding is that the second proc listed only has a chance to go off if the first proc is successful. So if it's 75/25, then if the first one hits, then there will be a 25% chance of the second one hitting. So overall the 25% proc has an 18.75% chance of landing(75*.25). In case of only one proc then it will work as expected.
