Ice/Time - great synergy or too much overlap?

I had one of these in the retail game and it works quite well, especially because a tricky thing with -rch/-spd being your specialty is you have to survive the alpha.  Time's pretty good at that.

 

I had created that character as an ITF specialist, since Romans are particularly difficult to mez (with their Shouts that break mezzes) but once their first round of attacks are used up, they're mostly wandering in slow motion around you.

Another one to look at in this vein if you want to go a slightly different route is an ice/psi dominator.  You still get the huge stacking -recharges (although less on the -movement), but it still floors mob recharge, gives you the damage you lack otherwise, and drain psyche gives you the endurance to power it all as well as a "heal" in a way with its huge +regen.

I will have to look at dominators for this.  I normally just play controllers, but I know doms can be great as well.  It's mostly a holdover from when doms were just redside.
