There seems to be little to info on this set (go figure), but I was wondering what level you get the top three powers starting with Atom Smasher?

The level that powers unlock at is the same for all powersets, with the only difference being if it's a Primary or a Secondary. So those powers will unlock at 28, 35 and 38.

The set's descriptions make a point of saying that this or that power leaves a positive or negative charge on the target.  Does that stuff do anything, or is it just flavor text?

According to the description of the set as a whole:

Many of your powers have the ability to surround your targets with negatrons or positrons. Should you combine both of these in a single target, it will result in Electron-Positron annihilation producing a burst of Gamma Rays which will inflict a small amount of damage, in addition to debuff the target's damage output and accuracy. Enemies also have a small chance of being stunned or confused.

If your leveling an atomic manipulation character make sure you get to level 20.  The level 20 power really helps bring the character together and does away with your stamina issues.
