With 0 recharge, you have 90% chance to proc on each target hit (uncapped it would be 109.5%, but max is 90%). You are allowed up to 22.1676% recharge in the power to retain the 90% chance to proc. How do you determine when Proc chance starts to drop off due to slotted Recharge? For example, with Dark Regen, is there an amount of recharge you could slot for without losing too much proc chance, or is that not really possible due to Dark Regen being a base 30 recharge?

It's not possible, Dark Regen already starts off below 90%, so any Recharge will lower the chance to proc. It's not only because it's 30 vs others at 90 or more, it's also due to a large radius.

The second sheet has the calculator and one just drops in the base numbers for the power in question and then the % of enhanced recharge applied.
