A good portion of the time when I cast this power, it gives me none or 1. Is it just a "chance to win"?

Do you have open slots in your inspie menu? 

I usually have to clear out a few before popping the power.  I usually get at least 3.

It should ALWAYS give exactly three... as long as you have three open slots.

Also stupid question but do you have your inspiration tray expanded. For some reason by default it only shows the first row of inspirations.

Do you have "Reject Small Inspirations", "Reject Medium Inspirations", or "Reject Large Inspirations" from the P2W vendor? If Inner Inspiration would give you a drop that you have disabled, the item instead never appears.
