Empath build help?

Wondering if anyone can help me refine the build for my main, an Empathy/Water Blasting Defender. I've attached a snip of the build as I'm currently considering it on Mids'. Only the actual abilities are shown because I haven't put any thought into order (and she's 45 atm anyway, so once I hit 50 and respec, order will only matter when downleveled for other content), and because I have no idea what I'm going to do for IO sets either.

 

What I'm hoping to get from posting here and would greatly appreciate advice on is:

A) The powers. Any I'm taking that could be skipped, any others I might want that I'm not taking?

B) IO sets for endgame. I have no idea where to begin and this is my first ever CoH character and the first who will likely reach level cap (I never played the game live, but Homecoming is great.)

 

Some considerations:

I don't need to be tanky. I have zero intention of zooming ahead in front of a group, that's not what Defenders are for, right? I'm happy sticking with the team and supporting. I mean, that's why I picked Empathy.

This is a role-play build. Pretty much all my characters are. As such a few powers are non-negotiable. She must keep hover and fly (winged character). Psychic mastery must be her epic pool and I'd like to keep Mind over Body and Mass Hypnosis, though I could fuss with the actual powers as long as the set is kept. I enjoy the "water ball" animation on Hydro Blast but could be convinced to skip it if need be. I really, really, really like the role-play implications for absorb pain, but I'm given to understand that if any empathy power is skippable, that one is. So I'm torn there.

Hey, no worries, I appreciate any help at all. I'm still very new to building for this game. I have like fifteen characters already (I saw the 1k slots and may have taken it as a challenge.. >.>) and a friend has helped me some with the basics of power sets, IO enhancements, and all that, but I only have a working understanding at best and it can all get a little overwhelming.

I generally don't take either Resurrect or Absorb Pain.  

 

Absorb Pain is very niche.  If you need it in addition to your buffs and HO+HA to keep some one upright ... .   If you must for some reason I'd go with 1 maybe 2 Heal enhancements boosted to +5.  

 

Resurrect -> so many ways to Rez these days from combining inspires to P2W powers, to self-rez powers it just easily skipped.  If you do take it I'd put an Endred in it.  It cost 26 endurance to cast and even on a high recharge build it doesn't recharge fast enough to really be used if multiple allies are down, teams/folks are usually not going to wait that long.  Reserve for use for that important ally who needs to be right back in play to help prevent more death or maybe the Dark with Howling Twilight who can rez the whole team etc..

 

Healing Aura and Heal Other --> I would use 6 slotted Preventative Medicine in one and either 5 slotted Doctored Wounds (low cost) or Panacea (high cost) in the other.

 

Clear Mind --> I recommend taking this (close to 8th or not long after)  There's been some discussion that its utility in Incarnate play that it has become skippable.  Perhaps, I'm not yet convinced.  It needs no additional slotting and is definitely a do not skip at anything less than end game/Incarnate level play. Pretty much doesn't matter what enhancement is placed in the base slot.  I like a Range but *shrug*.

 

Fortitude --> one of your best buffs.  Strongly recommend taking at 12th.  I've used anywhere from 3 to 6 slots. 3 Membrane HO's +/- LotG 7.5% recharge global, 3 LotG set including the 7.5%, 5 Red Fortune plus LotG recharge global are common choices.

 

Recovery Aura --> always useful but enhancing the Endmod is less vital in the end game.  I like to keep this and Regen Aura close in recharge time so I can fire them off back to back.  My usual slotting is 3 with recharge, rech/endmod ×2.

 

Regeneration Aura --> 5 slot either Doctored Wounds or Panacea 

 

Adrenaline Boost --> 5 slot either, you guessed it Doctored Wounds or Panacea.  Used to add an endmod/recharge but crashless nukes plus the tendency of most high end builds to be self sufficient for end makes that less necessary.

 

And in case it wasn't obvious I generally shoot for recharge then more recharge.  My mitigation is keeping those Auras on short cooldowns (especially RegenerationAura), teammates, inspires and epic armor.  Building for things like the defense soft cap is for solo or very small teams vs ×8 mobs ...

And I've noticed there's lots of other options for rezzing, yeah. To be honest I like the animation and, again, the rp of being able to "innately" raise someone, but I've already got the dayjob accolade rez at max charges from hospital/uni, for one thing.

@kiramon's build looks solid.  But I would be considering 2 things.  First keeping Hasten earlier in the build unless you plan on either almost never going exemplar or plan to use a second build for doing so.  Hasten's recharge is very important to keeping the cool down time on your Auras low.  And to do that it, obviously, needs to be available to do so.  Second I'd want to keep the +defense of Fortitude up against ED ... or about +22% defense or so.  All those builds with 'holes' or built to caps for S/L will love it as they often manage enough defense for the boost to cap or nearly so other types or positions.  That's also less damage taken, less healing time spent and more blasting time for you.

That all sounds good. The only thing I didn't like the look of in that build is all the water powers skipped? I know damage is secondary for defenders, but I also know water blast in particular has a lot of internal synergy and other guides I've read on it say to take everything or damn near everything. So I'm wondering if all the extra leadership powers are needed? I mainly like maneuvers for not dying and maybe tactics because accuracy is not the best on WB it feels like.

 

Edit: I'm also not married to Leadership in the first place, it was just my best guess on another useful self and team boosting power. The only pools I need for concept/rp purposes are Flight and Psychic Mastery. So I'd be open to suggestions on a second pool. Don't mind sticking with leadership if that's better, also don't mind taking something else instead.

Also, I noted Resurrect was originally in there, Kiramon, though Doomguide was just telling me how skippable that is. Thoughts on that? I'll take any excuse to keep it, because I like the flavor and the animation, but I also won't cry over it's absence.

What's your budget? People tend to shoot for the stars and give mega expensive dream builds on the forums. If you are starting out and don't play the market you might not have the funds for those types of builds. So here is something that's more budget conscious (still not super cheap but order of magnitudes cheaper than the ATO/purple/winter set builds that people typically post). This build still focuses on recharge, and splashes in some ranged defense where it can. Stealth + the stealth IO in sprint makes you invisible to most enemies and can be helpful if you ever solo. There are a few IOs that are around the 5-7million inf mark but the rest are all below 3 million.

 

Of course if you like the character you can continue to invest and improve the build from there.

Builds and roleplaying aside I'd encourage aspiring emps to pay special attention to clear mind. Fortitude might be your best general buff but clear mind is the most important buff for those without mez protection especially pre-incarnate levels. If you've ever been mezzed yourself in combat you know what that feels like, now imagine how the blasters/other defenders etc feel. You can make a difference.

 

In general don't clear mind the tank or the melee ATs unless you are fighting stuff that confuse or blind, but DO clear mind the squishies and kudos to you if you do it proactively. I recommend using it on the ones that lack mez protection towards the end of a fight so that they can engage the next fight without worrying about getting mezzed and you also get to shoot stuff when everyone else engages. Understand what your powers do and use them accordingly. Do this one thing and you are already better than 90% of the emps out there.

I can go over why we skipped what we did if you have questions-

 

but basicallly once dominate has procs it becomes a great damage attack, so your chain gets rounded out with it. You’ll have constant r +recharge from water burst + geyser proccing force feedback. You don’t need dehydrate because healing aura  will cover your self healing needs And steam spray is good on a corruptor But also one of the more skippable powers. We also don’t have the slots nor will we have the rotational ability to fit all those in. 
 

As for leadership, it’s great on defenders but not necessary if you don’t want them- but I would keep them. I kept rez on your request, but I usually skip them— but for one slot powers it’s just fine to keep.

@kiramon Duly noted on the skipped water powers! I suppose with Tidal Forces slotted for recharge, building Tidal Power with the other powers is less important? I didn't realize that Dominate would be that good of an ability and could replace some of the secondary set, good to know as well.

I like leadership fine, I had no strong feelings one way or the other. If it's good I'll keep it.

RE: resurrect, I like it, but it's not absolutely essential. What would you suggest taking instead if I do skip it?

But the cheaper build is appreciated and I might use that first if the gulf in inf costs is terribly great and respec as I gradually collect the higher end sets.

I’m curious on the tidal powers thing - the only thing it would ever effect is you get the final tidal force buff on the cast of water jet - otherwise you just rotate around It if you’re near the buff, but I think eventually it’s just a flow thing. Either way; I assure you you will have zero time to even fit anything else in even if you’re just chain spamming- the recharge is so high + ff recharge and yeah...

Because sometimes you will run into situations where you may need to stealth past mobs and stealth plus a stealth IO in sprint will give you full invisibility to most mobs. When you reach that point where you might start doing speed Apex/Tin or other speed TF runs invisibility is a quality of life improvement that's very nice to have. Besides it provides additional defense and is another luck of the gambler recharge mule.

I can get behind the extra LOTG in stealth - you can do really anything there (Afterburner if you want to fly faster [its bonus doesnt work in combat], Absorb pain, Combat Jumping... pretty free to play there -- but i wouldnt put anything that would require slotting... you'd have to take from somewhere else if youre really feeling like youre missing something.

 

Anyways, Dominate is your second highest damage attack outside of Geyser... 😉

I personally don't play that way much anymore - I like to bring myself to the team, not bring other people - but I can see the desire to be  a stronger buffer. 

 

Either way, with a build like above with active blasting/healing, you wouldn't be shunned from a team -- but definitely have to play backline and behind. Be careful because water is pretty full of big aoes that can get you some threat -- and this build isn't built to take it 😛

Regarding Nemu's point about budget and your reply.  Something I'll do in that situation is put the bare bones in my primary build that I can currently afford, enough to be reasonably playable.  Meanwhile as the cash and expensive sets are added place them into my second build --> what will become the final build (or at least the current idea/Mids' version of the final build). 

 

Being unable to look at or use Mids' I have to ask what set bonuses are to be had with new Endmod set used in Recovery Aura?  6 slots used is about 3 slots lost to get those set bonuses ... worth it?

Very specific -

A) I wanted global recharge.

B) I wanted it to be functionally similar to Regen Aura recharge

 

As such, I needed around 129% recharge. So you can either use a full set there or move those to another power to try and get recharge - You could 3 slot it with 2x Recharge 1x End mod to free up those 3 slots, and 5 slot Red Fortune + Lotg into Fortitude which gives you 1.5% more recharge - and it is pretty close to Regen with+5 boosters in the RA recharges.  You'd be giving up 3.75% ranged defense though, so whatever works. It does make Fortitude more attractive, so I'd probably go that route if I didn't care about living myself.

 

Personally I'd get the health/stamina IOs first and then go from there if I didn't have the funds.

This is a nice, clean looking build now. I'd recommend it as a support (that wants to rely on the team to survive).

 

You're at 200% global recharge with Hasten. You'll proc FF a lot with Water, so you'll have pretty close to no downtime on the RAs and Geyser up on likely every spawn. It's pretty beast. 

 

That's Perma Whirlpool, 15s Fort, 70s AB, 29s Geyser, 21s mass hypnosis, 117s RAs, 4.3s WB, .76s Aquabolt, 4,64s Dominate, 4.3 Water Burst, 2.56s Water Jet... all of which goes down with a proc of FF (which will proc A LOT. Can't stress that enough). And hasten is perma by over 20 seconds with a FF proc.

I have two builds for the character, the other one's a tanker, so when I want to play that particular character as survivable on her own, I use the other build. 110% fine with this one being pure support, it's why I rolled an empathy defender. In fact, I'm a bit notorious for always playing support/healers in MMOs in general. Just my personality I guess, I want to help everyone and make them better and keep them alive more than I want to kill all the things.

 

I really like the look of the most recent build you posted, @kiramon. I have three follow-up questions:

1: Will it be ruined if I used very similar but cheaper sets for some of those? Eventually I might be able to afford all that, but I just looked up the going rate for Panacea in Wentworth's and suddenly Nemu's suggestion of Doctored Wounds seems quite appealing by comparison, at least until I can afford better. And, to start with when I hit 50, I'll just be using workbench IOs...but that will be very temporary, the sets are something to work/grind up to.

2: Why Vengeance over Victory Rush? Don't enemies die more often then party members? (and, if I do my job right as the healer, the latter's not supposed to happen at all.)

3: My endurance management gonna be okay? I know the leadership toggles can be a bit of a drain.

1. Ruined, no. Less effective, of course. but it's something to build towards

2. Vengeance is there for the LOTG + using it on a body. We're using it as an LOTG mule (7.5% recharge) both based on the opportunity cost of the slot AND the power pool choice.

3. You won't have endurance issues -- Recovery Aura will, at fruition, have around 25 seconds of downtime. You'll be fine. 

 

Honestly, I'd start somewhere like this and then build out the rest of the build from there as you gain money. I mean, the above is like a 600m+ build. If you do the below but using level 25-30 Enhancements, which will work just fine TBH, you're looking at maybe a 16MM build... 40MM if you want to use lv50 enhancements in the interim. You're losing about 100% recharge, but it'll work fine.  If you don't have 16 (or 40MM), I can farm it for you pretty quickly on TB just let me know...

As for the support thing -- I always play a support in MMOs. 100% support. Bard in FF11, Enchanters in EQ/2, Healers in WoW, FF/Kin in OLDSCHOOLPRE-KINBUFFS in CoH, even mobas I play support characters. Anyways, my point is - I know the support role. I get it. I've just grown out a bit, like healers in most games -- FF14 started it, with healers being judged based on the DPS they can do while healing... wow got into it with Mythics requiring healers to DPS, etc. Since then I've just taken a more active role in what I do while supporting. Not that you won't -- but A LOT of CoH players are... older now... and they move at a slightly slower pace than I sometimes like. So I like to be self sufficient but also leading into the fray, as they don't tend to want to be the ones to go in first, even with a healer.  If you couldn't guess, I actually prefer Corrupters because of this (recently i've started to prefer MMs above corruptors, lol).

 

I fully respect your playstyle/choices, hence why I try to help you build to support (hehe told you I support) that style.

Wow, thank you, I was just going to take your last build and swap out some of the sets for cheaper ones manually, now I don't have to. I'm honestly floored at how helpful overall this community is.

I already have half the inf and most of the workbench IOs for the cheaper build, would just need to buy the sets, so I'll start there. Super nice of you to offer to get me the inf, but I should be fine! I can build to the more expensive one a little at a time from there. I've saved both of those builds in Mids and two levels to go before I hit 50 and respec. Bedtime for now though.

 

And I get you on the playstyle thing, and super appreciate your understanding. I go back and forth, but when I get tired of relying totally on a team, I go play one of my melee builds, or the other build of this character. (Funny enough, like half of my melees are tanks, because that's another kind of support...but also infinitely more soloable/charge-ready.)
