I may come back later to clean things up or even write a proper guide, but for now, here's a few quick helpers (mostly for BitDefender right now).

I've had the same issue as other people with Bitdefender not liking one of the download links during the installation.  (The URL is chokes on is 

http://cdn.homecomingservers.com/hc/launcher/3417/win32/launchercli.exe.xz)

 

I added the (newly created) CoH folders and apps on my desktop to the Bitdefender exceptions, and for whatever reason that didn't fix it.  I had to add 'cdn.homecomingservers.com' as an exception to the Online Threat Protection module in Bitdefender to sort it out.  (Protection --> Online Threat Protection settings --> Manage Exceptions --> Add an exception)
