On a quick perusal, there are a lot of things there that I don't like. First, though, can you update to Mids 3.0 or higher? I can't open the data link, there seems to be some backwards incompatibility.

 

Notes: once you get to 50 IOs, getting 2x50 in Hasten is good enough, the 3rd slot doesn't help much.

Bonesmasher is a damage attack, not a Stun, and if you're putting a purple in there for the set bonuses, put Hecatomb. Better yet, put Hecatomb in Total Focus (that's where you want more Recharge) and put Crushing Impact in BS.

Mesmerize is a damaging attack and should be slotted for damage.. or, better yet, ignored and 1-slotted with Acc/Sleep. With Domination up, the Sleep lasts for such a long time it's not necessary to heavily slot it. At worst, 2-slot it, but I wouldn't spend the slots on it.

You're missing Power Burst. It's a good attack without Energy stored... with Energy stored, it's a great attack. Take it and love it. You have enough attacks early that you can skip Power Blast (or respect out of it later) and take Burst instead.

Weaken Resolve by itself is not a very good power... it becomes great when you put an Achilles Heel in it, as it will have a 90% chance to proc. That adds an average 18% -Res to it for 10 seconds, making it a very good power. If you're going to spend a valuable pool to get it (Doms usually like to max out on pools with Defense powers to squeeze in more LotGs), then get a better effect from it by slotting Achilles Heel.

 

Here is what I'm running... a lot more expensive, but it has easy perma-Dom as well as capped S/L & Ranged defenses (with Barrier or Power Up active only, though). It can perma-Confuse AVs and kill some (depending on level and their Resists) even with Confuse eating a lot of animation time.

Mines slightly different, i like to punch stuff. Power up makes a huge difference. Up every 30'ish seconds clicked before you start your attacks it bumps your defence to silly high levels along with other useful stuff. After the energy changes i found i spend most of my time clicking dominate-total focus-bone smasher...and not much else. I know people aren't a fan of agility and procs in attacks but i can live with it when it gets everything i want perma and my defence up to respectable numbers. And yes i skipped the snipe.....when you spend all your time punching stuff who needs it:

I have a little experience with this one so I'll give some tips from what I get out of my dom.  You'll want the two confuses and the aoe hold, on my 2nd build I slot in terrify for more aoe control, you'll likely want to take the ST hold but on my damage build I'm experimenting with just slotting and using Mesmerize as the Ascendancy proc builder.  For Energy I'd take TF, Power Burst, Snipe and Power Up no questions asked and then Whirling Hands is okay and I have Bone Smasher in the damage build, plus the starter blast.  

 

I run with the Force of Will pool too and if you powerboost Unleash Potential it nets you crazy defense and then once it wears off I alternate in the incarnate Barrier.  With all the recharge, defenses and hp you can achieve with bonuses alternating those defense powers makes you quite tanky especially with all of the controls available to you.  

 

For my patron though I go with Soul Mastery.  Soul Drain is one of the best powers in all of those pools and there's some good ones plus it fits with the playstyle of Energy.  Along with that the resist shield is quite nice and pairs well with all of the defenses you'll have running.  Another tool in the kit is the endurance replenish power, doms run hot and I've found myself a little further away from replenishing my bar with another domination than I'd like so I have this to fill in the gaps when needed so I don't skip a beat.

I hesitate to make suggestion on Dominator builds, mostly because any given build can be a balancing act for achieving Perma-Dom. I'll make just a few small comments/questions.

 

I like @Coyote suggestion to franken-slot Terrify, except that (if the build doesn't have it elsewhere) for cones I prefer the Overwhelming Force Damage/Knockdown piece to a single Ragnarok. Honestly, I wouldn't chase Knockdown in Terrify rather I would try to increase the range of the cone instead. With enough Inf, ranged cones are good places to consider using Hami-Os.

 

My experience: Once you have perma-Dom, you don't need extra Recovery from Numina and Miracle in health. I encourage you to try unslotting them first to see how you play. While leveling up, you will need extra recovery, but a level 50 Dominator build should not require them... even exemplared. Doms can run HOT, but the Endurance refill from Domination should be able to cover your expenses. If you really benefit from more Recovery, the Miracle piece should be enough.

 

I'm not a great fan of Patron pets. I understand the set bonus (+Recharge) that is coming from the slotting. How do these play for you?

 

One comment on Perma-Dom and Global Recharge from set bonuses: If you are getting 5 10% bonuses from Very Rare sets, you can always hold off on catalyzing the ATOs, this will prevent them from pushing past the cap of 5, as they have slightly lower bonuses (e.g. 8.75% global Recharge) when un-catalyzed. Typically this isn't neccesary, but it is an option for some tight builds.

On my control build with Terrify I only slot it with 3 of the Fiery Orb set for that 3% hp.  You can only spawn one of those orbs at a time and with the amount of targets he just about always spawns for me.  Even though he's not all that great of a summon he still takes a little aggro mitigation so it's appreciated.  Terrify is a low priority in the slotting department for me even though it gets a bunch of use.  I just don't like procs in this one because they hardly proc based on the recharge and then yeah who needs knockdown and the damage procs happen few and far between.  So I just low slot it with some control looking for an optimal bonus and call it a day.  

 

The dominator patron pets are the best versions you're gonna get if you're gonna take any of them.  They're pretty decent albeit kinda squishy.  On my damage build I have the seer pet to summon for AV fights, the added damage really is noticeable.  Again I just slot the purple pet set to 3 with that BU proc for the 3% hp. 

 

I too have trimmed down my slots in health to just the panacea proc.  I run a tad hotter this way but for emergencies I already take the endurance replenish attack in Soul Mastery in case domination is further away from activation than I like.
