I'm not sure what powers you are 100% set on.

I tried rebuilding using the fighting pool instead of stealth but it meant I had to drop a couple more powers to fit them in.

It sits at 75% s/l resists and softcapped to most (melee is 44.73 so close enough) and scrapes perma hasten/chrono

I've only tried ice once and not for a long time but I remember not liking either bitter freeze ray or bitter ice blast but I couldn't remember which.

Have you considered a corruptor instead of defender?  Scourge works wonders in Ice Storm and Blizzard, you'll have much better damage output soloing. 

My build has capped ranged def, 42% melee def (though time's juncture will take care of the rest) and 40% AOE defence.  Enough recharge for perma soul drain and blizzard every 40s.

Killer AOE - drop distortion field (proc'ed out), slowed response, jump in, soul drain, ice storm, blizzard, laugh manically, repeat.

I had a really good build but a deletion terror attack happened.
