Scrapper ATOs for War Mace

Is there a consensus on the best place to slot the scrapper ATO sets on War Mace? (or any of the primaries, I guess.)

 

I'm particularly looking at which powers get the most bang out of the ATO procs. They both seem to have excellent set bonuses, as well.

Chance for Increased Crit - Usually people use Jawbreaker or Crowd control, that way you can proc it for Shatter since that's the hardest hitting attack;

 

The increased crit chance, doesn't matter as much since it raises by a flat rate; you could put that into your t1/t2

I get my best results in Clobber, surprisingly enough. Then again, my goals for when I put my builds together might be different.

Critical Strikes increases your chance to land a critical hit by 50% for 3.25 seconds. You want to slot it in the attack in your chain that you use before your heaviest hitting attack.

 

Scrapper Strikes is a global bonus, not a proc. I usually slot it in a long recharge power, so in the case of WM I would put it in Clobber.
