When the fire announcement goes out, the fire is in my experience only actually happening in one instance of Steel Canyon. Same thing happens with Rikti raids. Any and all zone events, burning buildings, troll raves, rikti raid, zombie raid, Nemesis raid, giant monsters, arachnos flyer only spawn in one instance of a zone.
